Kyrgyzstan selects Serbian businesses to lead state lottery revival

Kyrgyzstan’s Centre for Public-Private Partnerships (PPP) aims to revive the country’s national lottery, with Serbian businesses Elbet and Axel Capital appointed to run the business.

The PPP launched the tender to run the Kyrgyzstan State Lottery in August of last year, “with the aim of regularly and significantly replenishing the republican budget of the Kyrgyz Republic”.

Although the country had launched its first state lottery in 2018, the PPP said it hoped to see a  “comprehensive large-scale revival and development of lottery activities in the Kyrgyz Republic” under new operators.

On Monday (10 January), the government body has selected a bid from Serbian supplier Elbet and investment business Axel Capital, both based in Serbia, as the winner of this process.

Elbet specialises mostly in virtual sports games, with clients including Planetwin365 and Admiral Bet.

Axel Capital describes itself as “a family-run business primarily operating in Eastern Europe”, that invests in “innovative, high-growth-potential companies”.

The PPP and the winning consortium will now work on an agreement to create a public-private partnership that will organise the lottery. All parties must sign this agreement within 20 days.
