However, stringent controls on products, a high tax rate and a legislative process that has largely been opaque has left many dissatisfied. A state aid complaint filed with the European Commission over the 5.3% turnover tax may lead to further upheaval, and the industry faces a fight from offshore competitions unencumbered by regulation.
This sets the scene for a period of further change, court dates and debate to ensure the market succeeds.
